If you have an unresolved dispute with your home builder over a construction defect you may be able to file a complaint with the contractor licensing agency in your state.
If you live in Arizona
The Arizona Registrar of Contractors (AZROC) has a Workmanship Standards for Licensed Contractors, that explains what they consider to be deficiencies that the contractor is responsible for fixing. View the guide.

You may file a complaint with the California Contractors State License Board (CSLB), a division of the Department of Consumer Affairs. You can file a complaint online.
